Adam Davis is a seasoned public affairs executive and strategic advisor with over 15 years of experience helping organizations navigate the complex intersection of policy, innovation, and market expansion. Elijah Haahr is a nationally recognized public policy leader, legal strategist, and former Speaker of the Missouri House of Representatives. As Founding Partner of Innovation Policy Partners, he brings two decades of experience navigating the complex terrain of legislation, regulation, and the judiciary - helping clients influence government, mitigate legal risk, and drive strategic growth in high-stakes environments.


Elijah made history as the 77th Speaker of the Missouri House, becoming the youngest Speaker in the nation when he assumed the role in 2018. Over his eight-year tenure in the General Assembly, Elijah was a principal architect of landmark state legislation across economic development, infrastructure, education reform, and justice system innovation. His leadership style—measured, strategic, and deeply collaborative—earned him respect on both sides of the aisle and forged lasting relationships at every level of state government.

Ryan Townsend is a seasoned technology executive, startup founder, and product strategist whose career spans two decades at the intersection of software innovation, people development, and purposeful leadership. With a foundation in both Computer Science and Psychology from Duke University, Ryan has consistently bridged the technical with the human — shaping not only what gets built, but how teams grow in the process.


Over the years, Ryan has held pivotal leadership roles, including Chief Technology Officer at Ad Astra, PayIt, and RFP360. In each of these organizations, he led high-performing engineering teams and scaled SaaS platforms that served sectors ranging from education and civic engagement to procurement. His focus on simplicity, collaboration, and resilient architecture consistently translated into products that delivered value and impact at scale.


In 2025, Ryan co-founded pega6, a bold career acceleration platform reimagining how early-career tech talent is trained and placed. Born from two decades of hard-won lessons in hiring entry-level engineers, pega6 flips the script on traditional talent pipelines by delivering high-context, project-based learning that prepares graduates to contribute meaningfully from day one. Ryan currently serves as CTO, guiding technical instruction and curriculum, and employer integration strategy, while fostering partnerships with forward-thinking technology companies.


Ryan brings an entrepreneurial spirit to every endeavor, often co-founding initiatives with visionary collaborators. As the founder and principal operator of The Product Journey, LLC, he provides fractional CTO leadership and product consulting to mission-driven startups. Elizabeth Berkley is a strategic operator and advisor with experience in venture capital, government policy, and legal innovation. Most recently, she worked at Andreessen Horowitz, where she supported early-stage venture companies. 


Previously, Elizabeth served as Manager of Government Partnerships & Policy at Bird, where she led initiatives with municipal leaders, helped shape transportation policy, and supported the rollout of micromobility infrastructure across major urban markets.

Elizabeth holds a Juris Doctor (J.D.) from the University of Arizona, James E. Rogers College of Law, where she focused on intellectual property and entrepreneurship law. Her legal training was shaped by her work in the Intellectual Property & Entrepreneurship Clinic, where she advised startups on patent and trademark strategy.


With a cross-functional background that bridges law, policy, and tech, Elizabeth brings a solutions-oriented approach to scaling innovative companies in highly regulated spaces. She is passionate about helping mission-driven teams grow responsibly and navigate complexity with confidence.

Peter (Pete) Murray is a seasoned government affairs strategist and business development expert with over 15 years of experience across the transportation, logistics, healthcare, energy, and technology industries. As the CEO and Founder of PFM Consulting, based in Florida, Pete specializes in helping organizations navigate complex governmental landscapes at local, state, federal, and international levels. His firm is dedicated to guiding clients through regulatory frameworks, securing public funding, and establishing strategic partnerships that drive growth and innovation.


Peter's career encompasses significant roles in both public and private sectors. He has served in three Governor’s Offices and a Presidential Administration, including work with White House Operations and direct service on a Cabinet Member's leadership team. These experiences have equipped him with a deep understanding of governmental operations and policy-making processes, which he leverages to benefit his clients. 


As a consultant, Peter has built a reputation for delivering first-class service, assisting clients in expanding their presence within governmental and business communities. His expertise includes government relations, external affairs, public policy, business relations, regulatory affairs, political campaign management, NGO management, and operations. He has successfully represented interests before public and private sector leadership in several industries including: energy, transportation, education, insurance, IT integration, environment, criminal justice, tax, construction, and healthcare. 


In addition to his consulting work, Peter serves as the VP of Strategic Government Relations for the telehealth technology company, Health Alliance Group, Inc.. Peter is a graduate of Florida State University, holding a degree in Criminology/Criminal Justice. During his time at FSU, he was a varsity letterman in both basketball and track & field. He continues to contribute to his alma mater as a member of the Board of Directors for the FSU Varsity Club.

Emily Claghorn is a procurement and strategy leader with 10+ years of experience at the intersection of government consulting and high-growth technology. She holds a degree in Mechanical Engineering from Rensselaer Polytechnic Institute and is also a professional writer—a combination that fuels her passion for storytelling and for translating complex technology into clear, actionable impact.


Emily has deep experience managing the full procurement lifecycle—from pre-positioning and RFP strategy to competitive proposal development and public-sector grants. She has created procurement departments from scratch and led pursuit functions at scaling startups, increasing win rates and driving millions in revenue through structured, high-impact bidding strategies.


Emily has a background in Big Four consulting, where she advised government clients at the city, county, state, and federal levels. She has managed programs from design to delivery, including implementation of a $157 million federal grant. In parallel, she has worked with executive teams at tech startups to shape corporate strategy, drive operational transformation, and develop growth roadmaps.


Emily is also an experienced marketing and communications strategist, with a strong focus on internal alignment and external clarity. She has led strategic messaging work to sharpen value propositions, unify brand narratives, and ensure consistency across multi-channel platforms.

Captain Matt Moore is a decorated law enforcement executive and strategic advisor with over two decades of operational leadership, investigative command, and public sector engagement. As a Senior Advisor with Innovation Policy Partners, Captain Moore brings unmatched expertise in public safety operations, surveillance technology deployment, and constitutional risk mitigation — particularly surrounding ALPR systems, drones, and data governance.


Currently serving as a Command Staff Captain with a major Sheriff’s Office in the St. Louis Metropolitan region, Captain Moore oversees all law enforcement operations for Missouri’s largest rural jurisdiction. He has served at every level of the agency, from patrol deputy to SWAT Team Commander to bureau chief overseeing detectives, forensics, and major crimes investigations.


Captain Moore has led hundreds of high-risk tactical operations and has commanded specialized divisions including K9, DWI Enforcement, Traffic Safety, and School Resource Officers. His leadership in these areas has shaped department policy and interagency coordination strategies that prioritize safety, transparency, and operational integrity.


As Commander of the Detective Bureau, he directed investigative teams handling homicides, sexual assault, property crimes, digital forensics, and officer-involved shootings — gaining critical insights into evidence admissibility, Fourth Amendment compliance, and chain-of-custody standards.


Beyond operations, Captain Moore is a seasoned communicator and public-facing leader. He has served as the agency’s Public Information Officer and has been a frequent spokesperson for national and regional media. He has testified before Missouri House and Senate committees on issues impacting public safety, law enforcement operations, and regulatory policy.


A U.S. Army veteran, Captain Moore holds a Bachelor of Science in Criminology and Criminal Justice from the University of Missouri – St. Louis. He continues to serve the broader community through leadership roles in several nonprofit organizations focused on supporting youth, first responders, and underserved communities.

Dr. Tricia Hansen- Horn

Dr. Tricia Hansen- Horn

An industry consultant, Dr. Tricia Hansen-Horn’s expertise is found in leadership

development, strategic communication, strategy-over-tactics training, industry and

executive writing services, higher education processes, and professional development

plans.


Hansen-Horn has dedicated nearly 40 years of leadership to higher education. Recently

retired from the University of Central Missouri (UCM), she was awarded Professor

Emeriti status following her service as a long-time Public Relations and Strategic

Communication program lead. She led the program to global certification in education

for public relations (CEPR from the Public Relations Society of America), making it one

of fewer than 45 programs worldwide with such a distinction. In addition, she drove a

more than 50% alumni engagement rate, ran a successful high-impact internship

program, launched the 15-year-old Innovative PR student-led agency, led first

generation college students to other countries for high impact purposes, raised

thousands of dollars to support student development, facilitated the launch of UCM’s

PRSC online program, and concluded her long-time UCM career as a voice for strategy

over tactics and theory as praxis.


Hansen-Horn’s commitment to strategy first is represented in her lead authorship of two

books: Public Relations Theory, Strategy and Cases (2018) and Strategic Planning for

Public Relations (2014), both available through Peter Lang Publishing. Her modeling of

the practical application of theory to practice is found in Public Relations: From Theory

to Practice (2008), published by Allyn & Bacon and awarded the National

Communication Association’s PRide (book) Award. She is a lifelong advocate of

bringing education and business together.


Hansen-Horn is no stranger to change and unique challenges across a variety of

industries. She has a history of implementing creative ideas through data-backed

strategic leadership. She is not afraid to lead in chaotic environments as she seeks the

best outcomes for her clients.


As a long-time professional, she works tirelessly to promote reading and financial

literacy; writing and oral excellence; and practical cooperation between business and

education. Hansen-Horn holds a Ph.D. from Purdue University with an emphasis in

public affairs and issues management, as well as in organizational communication.

Michael is a Senior Product Manager with a decade of experience building products for innovative companies with massive IOT deployments and challenging or complex physical operations.


He specializes in breaking open ended operational challenges into products that move the needle in profitability. He’s comfortable working at the intersection between hardware and software development, and at the intersection of public and private partnerships.


 At Deloitte Digital he worked to establish the first Mobile App Development strategy at the US State Department, and at Bird he led expansion partnerships in Latin America and the Caribbean, resulting in the first sustainable and profitable micromobility systems in the region. Later he led Bird’s operational supply product roadmap, including vehicle supply, damage and loss rates worldwide.
